Caste, income, and residence certificates are mandatory documents in Bihar for school and college admissions, scholarship applications, government job applications, and numerous welfare schemes. Residents of Udakishunganj and Madhepura district can get all three certificates online through the RTPS (Right to Public Service) Bihar portal, completely free of cost.

How to apply

  • Select "Apply Online" on serviceonline.bihar.gov.in, then choose the relevant certificate under General Administration Department
  • Choose the level — Block, Sub-Division, or District — and fill in your name, parent's/spouse's name, address, and mobile number
  • Entering your Aadhaar number triggers an OTP to your linked mobile for verification
  • An acknowledgement receipt is generated immediately after submission, which can be used to track status

Processing time and fees

All three certificates — caste, income, and residence — are typically issued within about 10 days. The application is completely free, with no government fee. Physical verification is usually not required, though additional documents may occasionally be requested.

Keep in mind: scholarship and admission applications often require a certificate issued within a specific window (for example, an income certificate issued after a particular academic-year date) — check the date requirement before applying.

The bottom line

All three certificates are free and fully online via the RTPS portal, and required for nearly every official process. For scholarship application details, see our scholarship guide.
