Registering a birth or death within 21 days is a legal requirement in Bihar. Birth and death certificates are required for school admissions, passports, property transfers, pension claims, and insurance claims. Residents of Udakishunganj and Madhepura district can complete the entire process online through the RTPS (Right to Public Service) Bihar portal.

Application process

  • Register on serviceonline.bihar.gov.in and select the "Birth Certificate" or "Death Certificate" service
  • Upload the hospital slip, parents' Aadhaar, or (for a death) a medical certificate
  • Select the relevant panchayat/municipal body — for the Udakishunganj block area, verification is done by the local panchayat registrar
  • Certificates are typically issued within 7 days

Registering after 21 days (delayed registration)

If registration wasn't completed within 21 days, a delayed registration requires an additional affidavit and, in some cases, approval from the relevant officer. The sooner registration happens, the simpler the process.
